Bahrain: e-cigarette regulation, July 2025

E-cigarettes in Bahrain are regulated by the Technical Regulation of Electronic Nicotine Products (BH 2:2021) (Equivalents of Traditional Tobacco Products) (the 2021 Standard), which was adopted in November 2021 pursuant to the Ministry of Industry and Commerce decision 121/2021. It came into force in May 2022.

The 2021 Standard defines e-cigarettes as: “Electronic devices and their accessories which operate through batteries and can be used to heat the e-liquid to be vaporised, inhaled and exhaled by mouth as a smoke simulation, and they are free of tobacco.” It further adds that a typical e-cigarette consists of the battery that is used to heat the solution tank containing the e-liquid that may be in a disposable cartridge or a tank that can be refilled from external cartridges.

This report provides a detailed analysis of the regulatory framework in place in Bahrain for e-cigarettes, covering all policy areas from market access and taxation to advertising and public usage.
