Belgian authorities have embraced harm reduction, with the country’s Superior Health Council advocating for the use of e-cigarettes as both a safer alternative to smoking tobacco and an aid for quitting.
The Council said in a report that the exclusive use of e-cigarettes by smokers and former smokers, provided that they actually quit smoking, could lead to a significant reduction in health risks.
