Vaping products in Canada are defined as a device that produces emissions in the form of an aerosol and is intended to be brought to the mouth for inhalation of the aerosol; a device that is designated to be a vaping product by the regulations; a part that may be used with those devices; s substance or mixture of substances, whether or not it contains nicotine, that is intended for use with those devices to produce emissions.
A proposed restriction on flavours in Canada has been on the table for several years; however, in February 2025, Ya’ara Saks, the minister of mental health and addictions, announced the temporary suspension of the proposal to ban flavours in vaping products. The reason for this suspension has not been disclosed. However, the flavour ban remains listed in the objectives set by Health Canada’s Forward Regulatory Plan 2024-2026, which might indicate that it could be resumed at a certain point in the foreseeable future.
