Change afoot in Russia as Moscow puts forward plan for national regulation

E-cigarettes and heated tobacco are currently subject to very little regulation in Russia – but that could be about to change.

There are currently eight bills being considered at federal level that aim to regulate the consumption of e-cigarettes and the production of e-liquids in the country, where at present they are subject only to tax.

Among the proposals is one put forward by the Moscow City Duma – the local parliament – to the lower house of the Federal Assembly of Russia, the State Duma. If adopted, the Moscow bill “On the state regulation of the restriction of the use of electronic nicotine delivery systems as well as their production and turnover” would become federal law and apply throughout the country.
