Malta transposed the EU Tobacco Products Directive (TPD) into domestic law in 2016 through the Manufacture, Presentation and Sale of Tobacco and Related Products Regulations.
Nicotine-free devices are regulated as tobacco products while nicotine-free e-liquids are treated as consumer products – however, the authorities are planning to regulate nicotine-free e-liquids and shake and vape products.
Distance sales are permitted.
There is no specific tax on vapour products.
