Finland’s vaping regulations are among the strictest in the EU; nicotine-containing e-cigarettes are treated as tobacco-related products and all flavours except tobacco are banned. Online sales are prohibited; bricks-and-mortar stores are the only retail channel allowed; advertising and public usage is severely restricted. An excise duty for e-cigarettes and liquids with or without nicotine has been in place since January 2017.A special working group has suggested new restrictions on public vaping and vaping products, including increasing excise duty already levied, introducing plain packaging for e-cigarettes, and raising the minimum legal purchasing age to 20, though any changes to the current regulatory regime will be after parliamentary elections on 14th April.
