US - Hawaii: Governor Josh Green has signed Senate Bill 975, now Act 62, saying it will “help reduce exposure to harmful chemicals and decrease the number of young people and children becoming lifetime nicotine addicts”. It establishes an offence of unlawful shipment of tobacco products to anyone who does not hold a valid retail permit or wholesale licence. It also includes “electronic smoking devices” and e-liquids under the definition of “tobacco products” for tax purposes, which will mean a wholesale tax of 70% applies from 1st January 2024.

US - Hawaii: Senate Bill 975, a companion to House Bill 833, has been signed by governor Josh Green, bringing in the state’s first ever tax on e-cigarettes. A 70% tax on the wholesale price of both devices and e-liquids will apply from 1st January 2024.

US - Hawaii: The House Committee on Finance has recommended that House Bill 551 be passed unamended. The bill would prohibit the sale of flavoured tobacco products and the mislabelling of e-liquids as nicotine-free.

US - Hawaii: The Senate Committee on Commerce and Consumer Protection has recommended that Senate Bill 1447 be passed with amendments. The bill would leave counties the right to regulate the sale of tobacco and e-cigarette products, as long as ordinances are not in direct conflict with state law or less stringent.

US - Hawaii: Senate Bill 148 has been introduced, which would prohibit the sale or furnishing of a tobacco product or e-cigarette to anyone born on or after 1st January 2003.
