Poland is a large e-cig market which began to grow again in 2019. Currently, the vaping population is estimated to be roughly 1.2m users. In 2016, Poland transposed the European Union’s Tobacco Products Directive (TPD) into Polish law. This legislation takes a rigorous approach to nicotine vape products, making them equivalent in most respects to tobacco. The law does not make any reference to e-cigarettes without nicotine, which means those products remain under general consumer safety laws. This has created an opportunity for the development of shake and vape, thereby saving compliance costs for manufacturers.
Despite being among the more restrictive EU jurisdictions, Poland is one of the countries with a lower regulatory burden.
