Israel regulatory report

E-cigarettes are currently not specifically covered in Israel by tobacco legislation or any other product-specific regulation.

As of November 2018, there is a proposed bill in the Knesset which would apply many of the current restrictions on traditional cigarettes to e-cigarettes.

There is an ongoing legal battle between the Ministry of Health and Juul, as e-cig pods with a nicotine content of 5% or above remain illegal.

A new excise tax has come into force for heated tobacco products. The tax is set at 65.5% of the retail price, the same as for traditional cigarettes.
