Nicotine-free e-liquids could face EU duty to close shake-and-vape tax dodge

European authorities will likely look to impose a tax on nicotine-free e-liquids in the upcoming revision of the EU Tobacco Excise Directive (TED).

They are looking to prevent DIY or shake-and-vape type loopholes that have typically sprung up as a workaround to nicotine-based taxes, according to Dustin Dahlmann of the Independent European Vape Alliance (IEVA).
