Germany, the EU’s largest economy and one of the world’s highest GDPs per capita, comprises of federal states (Länder) that have legislative power to shape different regimes on vaping — some take a stricter approach than others. Federal law, the main focus of this report, takes precedence over state law, although Länder can enact laws on many issues as long as they do not contradict the central legislator’s regulation in the same area. Gain an in-depth understanding of current federal laws and pertinent specific state legislations, including recent changes to tobacco advertising, imports, and new obligations concerning collection and recycling of packaging materials.
