Nicotine-containing e-cigarettes have been regulated in Portugal since the implementation of the TPD in 2016, although there is currently no regulation for non-nicotine e-liquids, which fall under general consumer safety laws. Portugal also has the highest tax on nicotine-containing e-liquids in Europe, and this tax was increased in the 2020 budget. This report provides an up-to-date overview of the current regulatory framework for e-cigarettes in Portugal, covering all aspects of law and providing information on the relevant laws and bodies involved.
