Belarus introduced e-cigarette regulation for the first time in 2019, equating vaping products with traditional tobacco products. Despite the fact that the regulation directly lists nicotine as a composite component of e-liquids, the Ministry of Antitrust Regulation and Trade confirmed to ECigIntelligence that non-nicotine e-liquids also fall under regulation by this act.
