E-cigarettes were largely unrestricted until the end of 2019 in the Philippines, when stricter regulations were then set for both e-cigarettes and heated tobacco. President Rodrigo Duterte announced in November 2019 that he would ban the importation and use of e-cigarettes in public places. Since then, tough enforcement actions have been carried out and several bills were proposed that are still pending in the Committee. There have been a number of changes and proposals in the Philippines over the last year and this report provides detailed analysis of these changes, current laws and the general regime regulating e-cigarettes in the country.
