Slovakia: e-cigarette regulation, May 2025

The cornerstone of the Slovak vaping regulation – the Act on Production, Labelling and Sale of Tobacco and Other Related Products – only regulates e-cigarettes with nicotine in terms of product, labelling and notification requirements.

An e-cigarette is defined as a product that can be used to consume nicotine-containing vapour through a mouthpiece, or any component of such a product, including a cartridge, a tank and a device without a cartridge or tank; electronic cigarettes may be disposable or refillable using a refill bottle and a tank or reusable using disposable cartridges. A refill bottle is defined as a container of any shape that contains a nicotine-containing liquid and that can be used repeatedly to refill an e-cigarette.

As the Slovak Public Health Authority confirmed in 2023, nicotine-free e-cigs are not specifically regulated by this act. However, they are subject to age, sales and public place usage restrictions specified by the Act on the Protection of Non-smokers.
