Sweden: e-cigarette regulation, May 2025

The Tobacco Law defines e-cigarettes as products that can be used for the consumption of nicotine vapour through a nozzle or component of that product, including a cartridge, a tank, and the device without a cartridge or tank. Refill container is defined as a container with nicotine-containing liquid that can be used to fill in an electronic cigarette.

The government in the current legislature only increased e-cigarette excise duties by 1% starting in 2024, though this was originally a proposal from the previous government. Therefore, we do not anticipate a tightening of restrictions in other policy areas until the end of the mandate in 2026.
