The Ukrainian parliament (Verkhovna Rada) is considering an amendment to the country’s tax code (Податкового кодексу України) that would impose duty of UAH1.10 (€0.033) per ml on all e-liquids sold in the country.
The draft proposal, presented by MP Hannah Hopko – described by local media as an environmental activist and anti-tobacco campaigner – would also establish a system to notify new vaping products.
If the proposal is adopted by the full parliament it will come into force in January 2019, though it is not yet known when the notification system for e-cig products will be ready. Currently there is no product-specific regulation of e-cigarettes in Ukraine, where they are subject only to general consumer product rules – and no taxation of e-liquid.
