Following the National Assembly passing resolution 173/2024/QH15 banning the production, trade, import, storage, transportation, and use of e-cigarettes, the government is expected to take additional measures to enforce this ban.
The Ministry of Health is currently drafting a decree amending decree 117/2020/ND-CP on administrative sanctions for violations in the health sector, which aims to define e-cigarettes as products “used to produce aerosols, vapours or gases that are inhaled by the user by heating a substance in liquid, gel, gas or solid form, with or without nicotine or tobacco ingredients”.
