7th September 2023: Montenegro: At the annual meeting of the Framework Convention on Tobacco Control in Budva, minister of health Dragoslav Šćekić warned that the country’s smoking rate of around 35% requires the implementation of tobacco control measures to improve public health, media reports. Šćekić also said that the use of tobacco products is a global problem causing serious consequences for public health and leading to significant health, social, economic and environmental problems. He also called for better regulation of e-cigarettes.
30th June 2023: Montenegro: As of 1st July 2023, as stipulated in the Excise Tax Law, the rate for e-liquids will increase from €0.07 per ml to €0.70 per ml.
19th June 2023: Montenegro: The government will increase the excise duty for e-liquids on 1st July, media reports. According to the Excise Tax Law, the rate for e-liquids will increase from €0.07 per ml to €0.70 per ml.
18th October 2022: Montenegro: In 2022, authorities fined 258 people for not complying with vaping/heated tobacco/tobacco usage in bars and restaurants, local press reports. The authorities do not have a precise number on how many of those were for responsible persons managing hospitality premises and how many of those were for individuals who vaped/used heated tobacco/smoked, but the practice is – according to restaurateurs – that they are the ones who are fined, not the guests. Similarly, there is no data showing how many vapers were fined compared to smokers or heated tobacco users.
