France: The Social Affairs Committee of the National Assembly approved an amendment to the 2023 Social Security Funding Bill that removes the introduction of an excise duty of €6 per ml on disposable e-cigarettes previously proposed by the Senate. The same amendment would require the government to produce a report assessing the consumption evolution of tobacco products, with a particular focus on disposable e-cigarettes.

France: A joint committee made up of seven assembly members and seven senators has failed to agree a common version of the 2023 Social Security Financing Bill after the Senate adopted a version that would impose an excise duty of €6 per ml on disposable e-cigarettes, regardless of nicotine concentration. The bill has now been sent back to the National Assembly for another reading.

The deputies say that these products are easily accessible to minors and they represent a problem for waste management as there is no recycling circuit for them.

Meanwhile president Emmanuel Macron’s Renaissance Party (formerly En Marche!) has introduced an amendment that would require the government to produce a report analysing the impact of disposable vapes on adults, young and non-smokers.

France: The Ministry of Health has told a French journalist that disposable e-cigarettes are under scrutiny by the health authorities. The ministry also confirmed that contrary to rumour the proposed increase in taxes on tobacco products, linking planned rises to inflation, does not apply to vaping products.

France: Deputy Hubert Wulfranc of the Democratic and Republican Left has submitted a parliamentary question asking whether the minister for ecological transition is considering banning disposable e-cigarettes. Wulfranc describes disposables as “an ecological aberration” and says they are accessible to minors through the major online e-commerce platforms.

France: Senator Françoise Férat of the Centrist Union Group has submitted a parliamentary question to the minister for ecological transition asking whether he is considering banning disposable e-cigarettes. Férat said disposables encouraged consumption and increased the volume of waste, amounting to an “ecological disaster”.

France: Following president Emmanuel Macron’s loss of a majority in the National Assembly, with the left-wing alliance led by Jean-Luc Mélenchon taking 131 seats and Marine Le Pen’s far-right Rassemblement National 89 seats, against the 245 held by Macron’s Ensemble! coalition, it will be difficult for the re-elected president to pursue his agenda which included no proposed change in policy on vaping products. During his unsuccessful presidential campaign, Mélenchon proposed getting tougher on tobacco smuggling, but neither candidate’s manifesto mentioned new nicotine products.

France: The results of yesterday’s first round of voting in the National Assembly elections suggest the second round on 19th June will be a close contest between the left-wing alliance led by Jean-Luc Mélenchon and president Emmanuel Macron’s Ensemble! coalition, which risks losing its present majority. During his unsuccessful presidential campaign, Mélenchon proposed getting tougher on tobacco smuggling and aiming for a “zero tobacco” youth. Neither candidate’s manifesto mentioned vaping products.

The platform will allow employers to implement a smoking-prevention policy and improve employees’ health and well-being.

She asked whether the government is considering a ban on the sale of such products since, according to the senator, they encourage consumption and increase the volume of waste in the environment.
