Peru: e-cigarette regulation, December 2024

In November 2022, a bill intended to regulate the sale, import, advertising, and use of vaping products was introduced by Katy Ugarte, from the left-wing party Peru Libre. The bill was inactive for a while but almost two years later, in October 2024, it was finally passed. It came into force as law 32159 on 13th November, although some of its provisions won’t be applicable until after the enactment of the law’s implementing regulation. The government has a 120-day deadline to enact the implementing regulation of the law, which is due by 13th March 2025.

This report offers detailed analysis of the current regulatory framework in place for e-cigs in Peru, covering all policy areas from taxation and notification to advertising, labelling and packaging, and retail channel restrictions.
