The cornerstone of the Finnish vaping regulation – the Tobacco Act – regulates vaping products in terms of product, labelling, notification, sales, public usage and marketing requirements.
The Tobacco Act specifically regulates both nicotine and nicotine-free e-liquids as well as e-cigarette devices filled with nicotine e-liquid. A device filled with nicotine-free e-liquid would be considered an e-cigarette if it is technically possible to use it for consuming e-liquid with nicotine and, therefore, is also subject to the provisions of the Tobacco Act. However, a disposable e-cigarette filled with nicotine-free liquid is classified as a tobacco substitute and is therefore subject to a few specific provisions (age restrictions, advertising restrictions and product display).
The current government is expected to continue implementing additional measures for vaping products, including a rise in the age limit from 18 to 20, together with the extension of vaping-free environments, since the objectives of the tobacco policy remained unchanged in light of the appointment of the current government in 2023.
This report provides detailed analysis of the regulatory framework in place for e-cigarettes in Finland, covering all policy areas from taxation and market access to advertising and product restrictions.
