Alberta: Market and regulatory data analysis of the vaping sector

20th December 2024: Canada: In October, the minister of finance published amendments to the Excise Duties on Vaping Products Regulations, formalising the entry of New Brunswick, Manitoba, Prince Edward Island, Alberta and Yukon into the Coordinated Vaping Product Taxation Agreements (CVPTAs). The excise tax is expected to apply in these provinces starting 1st January 2025. Ontario, Quebec, Northwest Territories, and Nunavut had already joined the CVPTAs, with the excise tax in effect as of 1st July 2024.

4th March 2024: Canada - Alberta: The provincial government presented the 2024 Budget, which aims to introduce a provincial vapour tax starting on 1st January 2025. Alberta will join the existing federal-provincial coordinated vaping tax framework, and vaping substances sold in Alberta will be subject to a provincial tax at the same rates as the federal tax. The provincial vaping tax is expected to generate CAD4m (USD2.9m) in revenue in 2025, with revenue anticipated to increase to CAD18m (USD13.2m) in 2025 to 2026.
24th January 2024: Canada - Alberta: The provincial government has published the new Tobacco and Vaping Reduction Strategy, which aims to reduce tobacco and vaping product use, particularly among younger Albertans. The plan proposal to decrease vaping usage in Alberta includes several strategic directions, such as prevention, protection, and cessation. The prevention goal aims to help Albertans, particularly youth, avoid using tobacco and vaping products through public education and taxation, while the protection goal focuses on safeguarding Albertans from the harmful effects of vaping products through measures like online sales guidance for retailers, school vaping guidance documents, and enforcement expansion. Additionally, the plan aims to maximise cessation initiatives and expand coverage to include vaping products.
28th February 2022: Canada - Alberta: The provincial government will not introduce a standalone provincial tax for vapour products through the Budget 2022 (page 181). Alberta will work with the federal government to explore a coordinated taxation approach to collect a provincial tax on vaping products. According to the Budget 2022 documents, a coordinated tax structure would minimise the burden on Alberta businesses and could also reduce the risks of interprovincial smuggling and tax leakage.
