20th December 2024: Estonia: Following amendments approved and passed in July 2024, notifications of tobacco and tobacco-related products will be subject to a fee of €5,000 per product, while substantial modifications will incur a fee of €740. The amendments also introduced an annual fee of €100 per product for maintaining the list of notified products. Starting in 2025, market data notifications must be submitted by 31st March and will be subject to a fee of €240.
20th December 2024: Estonia: Following amendments approved and passed in June 2023, the current tax rate for e-cigarettes, set at €0.21 per ml, will increase to €0.22 per ml in 2025.
12th December 2024: Estonia: Parliament has approved bill 510 SE, which introduces incremental increases to excise duties on e-cigarettes over the coming years. The current tax rate of €0.21 per ml will increase to €0.22 per ml in 2025, following amendments approved and passed in June 2023. The rate will rise to €0.25 per ml in 2026, €0.26 per ml in 2027 and €0.27 per ml in 2028.
5th November 2024: Estonia: Parliament is currently discussing bill 510 SE, which proposes incremental increases to e-cigarette excise duties over the coming years. The current tax rate of €0.21 per ml will increase to €0.22 per ml in 2025, following amendments approved and passed in June 2023. Under the new proposal, the rate would rise to €0.25 per ml in 2026, €0.26 per ml in 2027, and €0.27 per ml in 2028.
2nd April 2024: Estonia: The Health Board has updated the list of notified e-cigarette products, which now contains 30,623 vapour products. A list of notified products that do not comply with the Tobacco Act has also been published.
12th January 2024: Estonia: As of 1st January 2024, e-cigarette excise duty has increased to €0.21/ml and the Tax and Customs Board has updated the design of e-cigarette tax stamps. Products bearing the tax stamps valid until 31st December 2023 can be sold by retailers until 31st March 2024.
20th December 2023: Global: Several EU and international markets will see a rise in vapour taxes on 1st January 2024, including Germany, Indonesia, Russia and Estonia. Further information is available in our compliance calendar.
9th November 2023: Estonia: The Health Board has updated the list of notified e-cigarette products, which now contains 42,102 vapour products. A list of notified products that do not comply with the Tobacco Act has also been published.
6th November 2023: Estonia: The Tax and Customs Board updated the design of tax stamps for e-cigarettes, heated tobacco products and nicotine pouches. The new stamps will be for use starting 1st January 2024. Products bearing the tax stamps valid until the 31st of December 2023 can be sold by retailers until 31st March 2024.

20th June 2023: Estonia: Parliament has approved a bill to increase e-cigarette excise duty to €0.21 per ml in 2024, €0.22 per ml in 2025, and €0.23 per ml in 2026.
19th May 2023: Estonia: The bill that aims to increase e-cigarette excise duty to €0.21/ml in 2024, €0.22/ml in 2025 and €0.23/ml in 2026 passed the first reading in the parliament. The Finance Committee will meet on 25th May to further discuss the proposal, while the second reading has not been scheduled yet.
