Market and legal data for the vapour sector in Paraguay

24th November 2023: Paraguay: Following a public information request, the National Health Surveillance Authority (Dinavisa) has disclosed a list of notified vapour products in the country.
7th March 2023: Paraguay: MP José Rodríguez said yesterday that his Partido Liberal Radical Auténtico (PLRA), the largest opposition party, will press for the excise duty on vaping products to be raised to 24% of the wholesale price – the highest rate allowed by law, press reports. The government recently raised the duty from 20% to 22% of the wholesale price.
27th February 2023: Paraguay: Last week, the government issued Decree 8878, according to which the applicable tax for vaping products, regardless of nicotine concentration, has increased from 20% to 22% of the wholesale price.
2nd February 2023: Paraguay: Opposition member of the Chamber of Deputies José Rodríguez said that he will present a bill in Parliament seeking to increase the tax on vaping products from 20% to 24% of the wholesale price, press reports.
17th January 2023: Paraguay: Opposition senator Pedro Santa Cruz has written to president Mario Abdo Benítez urging him to increase the tax on e-liquids from 20% to 22% of the wholesale price, with proceeds to go to the National Cancer Institute (Incan).
21st December 2022: Paraguay: The Ministry of Health warned yesterday (20th December) about the health risks associated with vaping and the supposed gateway effect of e-cigarettes leading to smoking among young people. The ministry has also called for the enactment of a law that regulates vaping products given their increasingly widespread use among the population. Paraguay’s regulatory framework on e-cigarettes is currently composed mostly of resolutions issued by the National Health Surveillance Authority (DINAVISA).
16th November 2022: Paraguay: Health minister Julio Borba said yesterday that the ministry would tighten its control over sales of nicotine-containing e-cigarettes, due to their increasing use by young people, press reports. Borba said vaping was “an entry gate to smoking” and that he will work with the National Health Surveillance Authority (Dinavisa) to find effective control mechanisms.
17th August 2022: Paraguay: The one-year period for companies to adapt to the requirements set out in Decision 153/2021 ended on 11th August. From now on, manufacturers and importers of e-cigarette products must comply with the notification requirements it lays down, and e-liquids exceeding the 20 mg/ml nicotine limit will not be allowed in the Paraguayan market.
1st June 2022: Paraguay: The director of the ministry of health’s National Program for the Control of Smoking and Chronic Respiratory Diseases urged the legislature yesterday, 31st May, for the enactment of a law that regulates the sales and usage of vaping products, press reports. The director alerted on widespread usage among teenagers and the large availability of these products, despite the ban to sell them to under-18s and their sale being allowed exclusively in retail points authorised by the National Health Surveillance Authority (DINAVISA).
22nd March 2022: Paraguay: The government is currently discussing with the Senate the immediate enactment of a bill that would increase the tax on e-liquids from 20% (in force since February) to 22%, press reports. The tax rise is in response to the government’s plan to subsidise oil in order to keep its price stable.
