An internal Ministry of Commerce and Industry document, seen by the news agency, says there is no legal basis for prohibiting e-cig imports.
The Economic Times reports that the Ministry of Commerce has asked the health ministry to prepare legislation banning the manufacture and sale of e-cigarettes in India in order that it can then impose an import ban.
