Latvia: e-cigarette regulation, March 2024

The Tobacco Products Act is the key statutory instrument concerning e-cigarettes (with or without nicotine) in Latvia. It was adopted in May 2016, transposing the EU Tobacco Products Directive (TPD).

The Tobacco Products Act was amended in January 2024. Among other measures, such as an e-liquid flavour ban, the bill increases the age limit for the purchase of e-cigarettes from 18 to 20. It also increases the administrative fines applicable for lack of compliance with its restrictions.

This report offers a detailed examination of the regulatory framework in place in Latvia for e-cigarettes, covering all policy areas from taxation and notification to advertising and public usage.
