E-cigarettes with nicotine are regulated under the Law on Restricting the Use of Tobacco Products. Nicotine-free e-cigs are left out of the scope of the law, and are regulated as consumer products.
With the prospect of Montenegro becoming a member of the EU, the authorities have been keen to put in place regulations that are in line with the EU TPD. In 2019, amendments were introduced to the Law on Restricting the Use of Tobacco Products, to impose new restrictions on public usage, packaging and marketing.
