Venezuela: e-cigarette regulation, June 2024

Venezuela had no regulation on electronic cigarettes until March 2021, when resolution 025 was published in the Official Gazette. The resolution covered both nicotine-containing and nicotine-free e-cigarettes and subjected them to tobacco-like restrictions. However, in August 2023, the government decided to completely ban the manufacture, storage, import, export, use, advertising, promotion and sponsorship of e-cigarettes and e-liquids (whether nicotine-containing or not) and their accessories through resolution 414.

This report offers details of Venezuela’s current regulatory framework for e-cigarettes, covering all policy areas from taxation and advertising to labelling and notification requirements.
