Sweden: e-cigarette regulation, November 2022

Nicotine-containing e-cigarettes were legalised in Sweden in 2017. Nicotine-free products are currently not regulated.

The right-wing coalition parties which won the 2022 elections have opposed Social Democratic policies and voted against the proposal to ban flavoured vapour products, so in the next four years we should not expect to see proposals aimed at imposing such restrictions.

The Ministry of Finance of the previous government presented a bill to parliament that aims to increase e-liquid excise duties by 1% starting in 2024, but it is not clear whether the new government will pursue it.
