Regulatory report: Costa Rica, May 2020

E-cigarettes containing nicotine are regulated in Costa Rica within the framework of tobacco products and other derivatives. A bill was introduced in October 2019 by two Congress members from the two largest parties, the Citizen’s Action Party (PAC) and National Liberation Party (PLN). The proposed measures, which are currently being debated in the Legislative Assembly, would regulate e-cigarettes with and without nicotine, addressing public use and establishing a new tax system. ECigIntelligence believes it is likely that the bill will be passed, as early this year it was supported by health minister Daniel Salas Peraza, who spoke in favour of regulating e-cigarettes and vapour products in the country.
