The Central American market is small, with few countries having developed a regulatory regime for such products. That said Costa Rica’s vaping market is fairly established, with e-cigarettes containing nicotine being regulated within the framework of tobacco products and other derivatives, while nicotine-free products are currently not regulated. In October 2019, a draft proposal was submitted that would regulate nicotine-free products by extending restrictions on public use and establishing a new tax system.
On the other hand, all types of advertising and promotion of nicotine-containing vapour products are forbidden in Panama, and e-cigarettes regardless of nicotine content are banned.
