Albania: e-cigarette regulation, October 2024

Regulatory changes for e-cigarettes are likely due to the expected approval of the bill extending the tobacco advertising restrictions to e-cigarettes. Other restrictions such as a mandatory health warning are also expected to be introduced in the mid-term, due to Albania’s commitment to adapting its regulatory framework for vaping products to that of the EU.

The Law on the Protection of Health from Tobacco Products (Tobacco Law) regulates electronic cigarettes and e-liquids. It defines electronic cigarettes as a product that can be used for consumption of nicotine-containing vapour via a mouthpiece, or any other component of that product, including a cartridge, a tank and the device without cartridge or tank. The law defines a refill container as a receptacle that contains a nicotine-containing liquid, which can be used to refill an e-cigarette.
