Bulgaria is among the EU countries with the lowest regulatory burden. The Amendment to the Law on Tobacco and Tobacco Products (Tobacco Law), which came into force in 2016 by transposing the TPD, regulates e-cigarettes with nicotine as tobacco-related products. Nicotine-containing e-liquids will see the tax rise gradually until 2025, while nicotine-free e-liquids will remain unregulated for the foreseeable future.
