Bulgaria: The 2023 State Budget, published today (1st August), increases the tax on nicotine e-cigarettes and applies it for the first time to non-nicotine e-cigarettes too. From today, both will be taxed at BGN0.30 (€ 0.15) per ml, rising to BGN0.35 (€0.18) per ml from 1st January 2024, BGN0.40 (€0.20) from 1st January 2025, and BGN0.45 (€0.23) from 1st January 2026.

Bulgaria: The Ministry of Finance’s draft state budget increases the tax on nicotine e-cigarettes and applies it for the first time to non-nicotine e-cigs. Both will be taxed at BGN0.30 (€0.15) per ml from 1st August, BGN0.35 (€0.18) from 1st January 2024, BGN0.40 (€0.20) from 1st January 2025 and BGN0.45 (€0.23) per ml from 1st January 2026. The draft has to be approved by the National Assembly before it becomes law.

Bulgaria: Finance minister Rositsa Velkova has announced that the 2023 Budget will include an increase in tax on e-cigarettes. The changes will be published tomorrow, 17th March, and a draft budget will be presented for public discussion on 3rd April before being submitted to the National Assembly.

Bulgaria: From tomorrow, 1st March, nicotine-containing e-cigarettes will be taxed at BGN0.18 (€0.09) per ml. The rate will rise to BGN0.25 (€0.13) in 2024 and BGN0.35 (€0.18) in 2025.

Bulgaria: A bill to amend the Law on Excise and Tax Warehouses was approved at its first reading in the National Assembly. It would introduce excise duty and tax stamps for nicotine-containing e-cigarettes, include them under the category of tobacco products for tax purposes, and require manufacturers and importers of nicotine vapour products to obtain permits to trade in tobacco products and a tax warehouse licence. If the bill is passed, the excise tax will come into force on 1st March 2023 at BGN0.18 (€0.092) per ml in 2023, rising to BGN 0.25 (€0.13) in 2024 and BGN0.35 (€0.18) in 2025. Tax stamps would be mandatory from 31st December 2023.
