Estonia: e-cigarette regulation, April 2025

Estonia has one of the most severe regulatory frameworks for vaping in Europe.

The Tobacco Act defines electronic cigarettes as “a product that can be used for consumption of nicotine-containing vapour via a mouthpiece”. However, the Alcohol, Tobacco, Fuel and Electricity Excise Duty Act indicates that the category of alternative tobacco products covers all types of electronic cigarettes, with or without nicotine.

The Health Board and the Tax and Customs Office also confirmed to ECigIntelligence that currently nicotine-free and nicotine-containing e-liquids are treated identically by the law and the same restrictions apply in each policy area.
