2nd April 2024: Estonia: The Health Board has updated the list of notified e-cigarette products, which now contains 30,623 vapour products. A list of notified products that do not comply with the Tobacco Act has also been published.
12th January 2024: Estonia: As of 1st January 2024, e-cigarette excise duty has increased to €0.21/ml and the Tax and Customs Board has updated the design of e-cigarette tax stamps. Products bearing the tax stamps valid until 31st December 2023 can be sold by retailers until 31st March 2024.
20th December 2023: Global: Several EU and international markets will see a rise in vapour taxes on 1st January 2024, including Germany, Indonesia, Russia and Estonia. Further information is available in our compliance calendar.
9th November 2023: Estonia: The Health Board has updated the list of notified e-cigarette products, which now contains 42,102 vapour products. A list of notified products that do not comply with the Tobacco Act has also been published.
6th November 2023: Estonia: The Tax and Customs Board updated the design of tax stamps for e-cigarettes, heated tobacco products and nicotine pouches. The new stamps will be for use starting 1st January 2024. Products bearing the tax stamps valid until the 31st of December 2023 can be sold by retailers until 31st March 2024.

20th June 2023: Estonia: Parliament has approved a bill to increase e-cigarette excise duty to €0.21 per ml in 2024, €0.22 per ml in 2025, and €0.23 per ml in 2026.
19th May 2023: Estonia: The bill that aims to increase e-cigarette excise duty to €0.21/ml in 2024, €0.22/ml in 2025 and €0.23/ml in 2026 passed the first reading in the parliament. The Finance Committee will meet on 25th May to further discuss the proposal, while the second reading has not been scheduled yet.
16th May 2023: Estonia: The government has introduced a bill to increase e-cigarette excise duty to €0.21 per ml in 2024, €0.22 in 2025 and €0.23 in 2026.
5th May 2023: Estonia: The Health Board has updated the list of notified e-cigarette products, which now contains 46,991 vapour products. A list of notified products that do not comply with the Tobacco Act has also been published.
10th February 2023: Estonia: Parliament's Social Committee will meet with industry members on 13th February to discuss the Tobacco Act Amendment Act 654 SE. The bill aims to repeal the ban on domestic long-distance sales, the prohibition of displaying devices at the point-of-sale, and the total ban on flavoured e-cigarettes by banning only sweet or soft drinks and confectionery flavours.
3rd February 2023: Estonia: The Tax and Customs Board has told ECigIntelligence that the tax revenues for nicotine-containing e-liquids amounted to €1,086,421 in 2020 and €306,020 in 2021, while those for nicotine-free e-liquids amounted to €279,748 in 2020 and to €45,175 in 2021. The excise duty on e-cigarettes was suspended between 1st April 2021 and 31st December 2022.
