Estonia: The government has introduced a bill to increase e-cigarette excise duty to €0.21 per ml in 2024, €0.22 in 2025 and €0.23 in 2026.

Estonia: The Board of Health, the Ministry of Social Affairs and the World Health Organization (WHO) are among bodies that have submitted comments on the Tobacco Act Amendment Bill. All three expressed disapproval of the parts of the bill that would amend the e-cigarette framework. The first reading of the bill is scheduled for 15th November.

Estonia: The Tax and Customs Board has told ECigIntelligence that excise duty on vapour products at €0.20 per ml should be reintroduced on 1st January following a two-year suspension. The Ministry of Finance, which said its excise duty experts never supported the suspension, revealed that industry association MTÜ Eesti E-cigareti Kaupmeeste Liit had requested that the excise duty be reduced to €0.08 per ml. The industry association proposal has not been made public yet.
