National regulatory framework in Estonia

The Tobacco Act regulates all aspects relevant to electronic cigarettes.

The Amendment to the Tobacco Act imposes a flavour ban, domestic distance sales ban, and expanded restrictions to public vaping and packaging. The amendment came into force on 1st July 2019.

The Alcohol, Tobacco, Fuel and Electricity Excise Duty Act levies excise tax to all vaping products.

The Amendment Act to the Tobacco Act and the Alcohol, Tobacco, Fuel and Electricity Excise Duty Act 9 SE is an approved bill which transposes two articles of the EU Tobacco Directive and will implement a pan-European system for the detection and tracking of tobacco products to curb the illicit tobacco market. Although the bill is not concerned with vapour products, one of the amendments proposed for this bill will remove the ban on menthol-flavoured e-liquids.

Compared to 83 countries, Estonia scores high on the ECigIntelligence Regulatory Burden Index (ERBI).
