7th May 2024: Morocco: During a parliamentary question session, Hayat Oumenjouj (National Rally of Independents) asked the minister of health and social protection, Khalid Aït Taleb, about the measures the ministry would take to combat the use and widespread youth uptake of e-cigarettes. The minister answered that nicotine-containing and nicotine-free e-cigarettes are dangerous and can lead to a deterioration in youth health, but said that the ministry is working on programmes to combat the use of tobacco in general and does not have a specific programme for e-cigarettes.
23rd January 2024: Morocco: During a parliamentary session, Younes Achen (Authenticity and Modernity Party) asked Chakib Benmoussa (education and sports minister) about the necessary measures his government will take to limit the spread of e-cigarettes among youth, as well as the legal action that would be taken against those who promote e-cigarettes.
18th January 2024: Morocco: In a parliamentary question directed to the government, MP Mostafa Brahimi (from the Justice and Development Party) asked about the necessary measures it would take to limit the spread and promotion of e-cigarettes among youth, as well as the measures to combat, what he calls, "the alarming spread" of such products near and inside educational institutions.
7th December 2023: Morocco: Today, Parliament approved the Finance Bill for the fiscal year 2024, which increases import duties from 2.5% to 40% of the retail price of disposable e-cigarettes. The bill has now been referred to the government for approval.
24th October 2023: Morocco: The Ministry of Economy and Finance has presented the proposed Finance Bill for the fiscal year 2024 to the parliament. Under the proposed bill, disposable e-cigarettes will be subject to an increase in import duties from 2.5% to 40% of the retail sale price.
16th January 2023: Morocco: The Party of Progress and Socialism proposal to amend Law No. 15.91/1995 was referred to the Justice, Legislation and Human Rights Committee of the parliament for further discussion on Friday (13th January). The bill – which proposes the implementation of a ban on using tobacco in public areas and lays down restrictions on the marketing and advertising of all tobacco products – defines tobacco products as any product made entirely or partly from tobacco, including hookahs, heated tobacco, and electronic cigarettes.
9th January 2023: Morocco: Law No. 50.22/2023 regarding budget law for the year 2023 entered into force in January 2023, stipulating a tax increase on e-liquids of 40% of the retail sale price.
9th January 2023: Morocco: The Party of Progress and Socialism proposed to amend Law No. 15.91/1995 to include e-cigarettes and heated tobacco in the tobacco regime and to increase the sanctions on the public use and advertising of e-cigs and heated tobacco on TV, the internet, social media, the radio and in the press, and allocate the revenues of these fines for the benefit of scientific research in the field of health and treatment of tobacco addiction. Fines would range between MAD300 ($30) and MAD600 ($59) for those who violate the public usage ban.
9th January 2023: Morocco: The centre-right Islamist Justice and Development party proposed a bill to ban the advertisement of e-cigarettes in public places. The bill, which was referred to the Justice, Legislation and Human Rights Committee of the parliament for further discussion on Friday (6th January) proposes banning the promotion of e-cigarettes on TV, on the radio, in the media and in newspapers; in cultural and sports facilities; in government offices and establishments; and in stadiums or during sporting events. It also proposes banning the display of e-cigarettes in a way that encourages increasing consumption. Proposed penalties for violations are between MAD500 ($49) and MAD1,000 ($98) with an increase to MAD5,000 ($490) per repeat offence.
14th November 2022: Morocco: The House of Representatives has approved Finance Bill No. 50.22 for the fiscal year 2023, which stipulated an ad valorem tax of 40% of the retail sale price of e-cigarettes. The law explains that tax increases are implemented to restrict the usage of alternative nicotine products as they pose a similar risk to health as cigarettes.
8th November 2022: Morocco: The governing National Rally of Independents has proposed amending the 2023 Finance Bill and changing the tax on e-cigarettes to an ad valorem tax of 40% of the retail sale price, press reports.
27th July 2022: Morocco: The Haraki Group of members of the centre-right Popular Movement submitted a draft bill on e-cigarettes to the House of Representatives during a public session yesterday. According to press reports, the proposals include stricter rules on public vaping, health warnings on packaging, a ban on e-cig advertising and on their sale to minors. However, as the party holds only 28 of the 395 seats in the House, the bill is unlikely to gather sufficient support.
