Kuwait: e-cigarette regulation, July 2023

In 2011, the Kuwaiti General Administration of Customs issued an order banning all e-cigarette products that was in force until 2016.

On 16th March 2016, the Kuwaiti General Administration of Customs withdrew the ban, allowing companies to import “e-shishas and their flavoured products”.

In the next few years, the framework could change as a consequence of two regulations that are being developed – the national standard and the regional standard. The adoption of both has been stalled for several years, which is why their implementation is uncertain.

This report provides an overview of the current regulatory framework in place for e-cigs and related products in Kuwait, covering all policy areas.
