Taiwan: e-cigarette regulation, October 2024

Taiwan’s policy towards e-cigarettes, with or without nicotine, has historically been among the strictest in the world. In 2023, Taiwan implemented a comprehensive ban on the manufacture, import, sale, supply, display, advertising of electronic cigarettes (with or without nicotine) and devices or components. Although nicotine-containing e-liquids could be sold under a pharmaceutical licence, no such licences have been approved so far.

This report provides a comprehensive overview of how e-cigarettes are regulated in Taiwan on both a national and regional level, covering national legislation as well as local ordinances.
