In 2015, the Ministry of Finance repealed the ban on e-cigarettes and regulated the usage, import and sale of nicotine-containing e-cigarettes in Lebanon. Based on both, it’s clear that the Lebanese framework regulates only nicotine-containing vapour products, while e-cigarettes without nicotine are subject to general consumer rules laid down in Law 659/2005.
