Market and legal data for the vapour sector in Slovenia

29th April 2024: Slovenia: Last Friday (26th April), the parliament approved in a second reading, with no votes against, the bill amending the Excise Duty Act to significantly increase the tax applicable to e-cigarettes. The tax for nicotine-containing e-liquids would increase from €0.27 per ml to €0.70 per ml; and for nicotine-free e-liquids, the tax would increase from €0.12 per ml to €0.31 per ml. The bill would enter into force on 1st June 2024.
10th April 2024: Slovenia: Amendments to the Act Restricting the Use of Tobacco and Related Products to bring nicotine-free e-cigarettes in line with nicotine-containing ones and to prohibit non-tobacco flavours in all e-cigarettes were published in the Official Gazette yesterday, 9th April. Flavoured e-cigarettes may be placed on the market for a maximum of 12 months after the entry into force of the law, which is on 24th April (15 days after its publication).
4th April 2024: Slovenia: Last week the parliament approved the bill banning all flavours except tobacco in e-cigarettes, and equating nicotine-free e-liquids with those containing nicotine, press reports. The bill is pending publication in the Official Gazette, and will enter into force 15 days after it is published.
13th March 2024: Slovenia: The Health Committee of the Chamber of Deputies has unanimously approved the bill banning all flavours in e-cigarettes except for tobacco, and equating nicotine-free e-liquids with nicotine-containing ones. The Committee has approved the amendments proposed by the ruling coalition to also ban menthol flavours in e-cigarettes (menthol was allowed as a flavour in the first draft of the bill), press reports. Reportedly, when discussing the bill, member of Parliament Tatjana Greif, from the Left party (in the ruling coalition) said that single-use disposable e-cigarettes should be completely banned.
7th March 2024: Slovenia: The bill banning all flavours in e-cigarettes except for tobacco and menthol, and equating nicotine-free e-liquids with nicotine-containing ones will be discussed by the Parliamentary Committee on Health on 12th March, press reports. The bill will move to plenary following the committee discussion. The National Institute of Public Health is advocating for also excluding menthol as a permitted flavour in e-cigarettes.
22nd February 2024: Slovenia: Today, 22nd February, the government approved the bill amending the Excise Duty Act to significantly increase the tax applicable to e-cigarettes. If further approved by the parliament, the tax for nicotine-containing e-liquids would increase from €0.27/ml to €0.70/ml; and for nicotine-free e-liquids, the tax would increase from €0.12/ml to €0.31/ml.
31st January 2024: Slovenia: In light of today's national "No Cigarette Day", the National Institute of Public Health has issued a statement emphasising the harmfulness of novel tobacco and nicotine products. More specifically, the Institute considers that "heated tobacco products, electronic cigarettes, smokeless tobacco products, nicotine pouches continue to be marketed under false advertising as smoking cessation aids. The truth is that these are only tools for starting and maintaining nicotine addiction." The Institute, one of the most important stakeholders in the country, has been historically very vocal against novel tobacco and nicotine products, as shown in our Policy Radar.
30th January 2024: Slovenia: The Public Relations Office of the Slovenian parliament has told ECigIntelligence that the parliamentary debate of the bill banning all flavours in e-cigarettes (regardless of nicotine content) – except for tobacco and menthol – and equating nicotine-free e-cigarettes with nicotine-containing ones would resume immediately at the end of the TRIS standstill period (13th February 2024) if no feedback is submitted by other EU member states or the European Commission. Alternatively, if detailed clarifications were to be requested by member states or the European Commission, the standstill period would be extended to May 2024, and the government would want to adopt the bill in the same month.
8th January 2024: Slovenia: The Ministry of Finance has opened for consultation a bill that would significantly increase the tax applicable to e-cigarettes. For nicotine-containing e-liquids, the tax would increase from €0.27 per ml to €0.70 per ml. For nicotine-free e-liquids, the tax would increase from €0.12 per ml to €0.31 per ml.
14th November 2023: Slovenia: The government-approved draft of the bill that would ban all flavours in e-cigarettes (regardless of the nicotine content), except for tobacco and menthol, has been published and sent to the European Commission via the TRIS notification system. The new draft still equates nicotine-free e-cigarettes with nicotine-containing ones. The government has proposed to approve the bill through the shortened procedure, which, if the Collegium of the Presidency of the National Assembly decides on favourably, would skip the bill's general discussion in the National Assembly, and the second and third hearings would be held in the same session. The end of the TRIS standstill period is 13th February 2024.
9th November 2023: Slovenia: The bill banning all flavours except tobacco and menthol in vaping products has been sent to the National Assembly after being discussed in the Cabinet today. According to the first version of the bill, it would also bring nicotine-free vaping products under the Tobacco Law, making them subject to the same product restrictions and notification requirements as tobacco products.
