17th May 2024: Finland: The Ministry of Social Affairs and Health and the Institute for Health and Welfare (THL) have jointly issued recommendations to support the end of tobacco and nicotine use in welfare regions by 2030. Finland is divided into 21 well-being services counties. The recommendations are aimed at social and healthcare providers.
16th May 2024: Netherlands: When discussing a bill to change the Tobacco and Smoking Products Act that seeks to ban nicotine pouches, a number of members of the parliament (MPs) submitted one motion calling to ban disposable e-cigarettes due to health, under-age use and environmental concerns, as well as a second motion to consult with the European Commission on the national introduction of such a ban, media reports. State secretary for health, welfare and sport Maarten van Ooijen rejected both motions, saying that a lot of measures had already been introduced or are still in the pipeline for e-cigarette regulation and that there is still an investigation by the Ministry of Infrastructure and Water Management regarding the possibility of banning disposable vapes.
10th May 2024: Luxembourg: The Council of Ministers agreed yesterday (9th May) to approve a bill that would make nicotine-free e-liquids subject to some of the product restrictions currently applicable to nicotine-containing liquids. These include the prohibition to contain vitamins or any other additives that give the impression the product has any health benefits, caffeine, taurine or other stimulants associated with energy and vitality, colouring additives and additives which, without combustion, have carcinogenic or mutagenic properties or are toxic to human reproduction.
9th May 2024: Croatia: The Ministry of Health has updated the publicly available list of notified e-cigarettes and refill containers.
9th May 2024: Netherlands: Launched at the end of 2022, the citizens’ initiative to achieve a nicotine-free generation and aiming to prohibit the sale of all nicotine-containing products to consumers born after 2012 has collected 40,000 signatures. Now the initiative can be discussed in the House of Representatives.
9th May 2024: Lithuania: The government has approved the 2024-2026 Plan for the Implementation of the National Agenda on Drugs, Tobacco and Alcohol Control, Consumption Prevention and Harm Reduction until 2035, the Ministry of Health reports. The plan suggests that “a common, strategic consensus has been found on which direction to move in reducing the harm caused by alcohol, tobacco and drugs”. Among other goals for 2025, the plan aims to see the number of 15- to 64-year-olds who smoked tobacco products in the previous month decrease by more than a third, and the number of 15- to 16-year-old students who have used e-cigarettes at least once in the previous 30 days decrease from 31% (in 2019) to 26%.
8th May 2024: EU: The minutes of the 18th April meeting of the European Parliament's Committee on the Environment, Public Health and Food Safety have been published today. The Committee's members agreed to mandate the chair of the Committee to send a letter to the European Commission “to complain about the publication delays of several tobacco related documents”.
8th May 2024: Sweden: The Public Health Agency has updated the publicly available list of notified e-cigarettes and refill containers.
8th May 2024: France: The French Agency for Food, Environmental and Occupational Health and Safety (Anses) has published an updated list of notified e-cigarettes. The total number of vapour products included is 158,272.
8th May 2024: Italy: The Council of State, which is the highest administrative court, has overturned a previous ruling by the Regional Administrative Tribunal (TAR). This ruling had imposed the establishment of an excise tax warehouse for a foreign manufacturer engaged in online B2B sales of vapour products to authorised excise tax warehouses in Italy. The case originated from the Customs and Monopolies Agency (ADM) blocking the website of the foreign manufacturer. The manufacturer appealed to the TAR, which upheld the ADM's decision. However, the Council of State ruled that the TAR had misinterpreted the Tobacco Products Directive (TPD) implementing decree.
7th May 2024: Czech Republic: The Ministry of Health has updated the publicly available list of notified herbal products for smoking, e-cigarettes and substitute refills.
